Skip Tracing Work Engine
Fusion Source Information
Collection performance is directly related to the collector's ability to make a Right-Party-Connect (RPC)
with the delinquent customer. This effort is hampered by a multitude of factors including archaic collection
systems antiquated auto-dialer platforms and the transient nature of excessively delinquent customers.
In excess of 10%25 of the United States population or 29 million people move or report no forwarding
address, annually.
The methodology for correctly skip-tracing begins with the understanding that:

- Regional Bell Operating Companies, as well as, the multiple Local Exchange Carriers control the population of "411" service
- •
- at any given time each 411 database might not be perfectly synchronized.
- •
- data resellers provide information for customer contact
- •
- traditional collection systems were never designed to track phone number performance events as translated to a RPC (proper source credit)
- •
- phone number accuracy, regardless of source, requires consistent area code and prefix (first 3 digits) remediation (electronic correction) and should be conducted on all old numbers placed and new numbers found (NPA/NXX tables) daily.
Initial skip-tracing best practices include queries based on:
- •
- same name/same address,
- •
- any name/same address,
- •
- same name/same town,
- •
- same name/same LATA (multiple surrounding area codes) or region.
Uncovering additional address information is critical to skip-tracing success and is achieved through Credit Bureau
sources. Not only does each address listed require separate investigation, but each credit bureau must be analyzed for
active credit relations vs. R9 write-off status to determine the appropriate degree of skip-tracing effort for best
portfolio performance.
Fusion Phase Clock Systems
Fusion employs a query clocking system for new number searching that takes into account the number of days a file is
to be worked before being recalled or written-off. Once established, a timing element is added to the Phase options
and skip-tracing begins. Phase searching includes assorted electronic and manual account investigations. Phase completion
is driven by direct contact with the delinquent customer (real time), or once all leads have been exhausted.
Phase reporting describes inventory skip-status as a whole, i.e. what percentage of total inventory has made its way
through the pre-assigned Phase Clock. Phase scheduling is flexible and allows for multiple investigations to be launched
simultaneously. Phase deployment allows new lead sources (data) to be introduced without jeopardizing the process
deployment hierarchy.
Fusion Area Code Technologies
Fusion utilizes NPA/NXX tables to electronically correct area codes and phone number prefixes (first 3 digits).
These records are continually compared to all placed, and retrieved, numbers for electronic correction. Fusion
combines "area code accuracy" with U.S. Census Bureau information to electronically "best guess" new area codes for
those lead numbers not providing area code information, e.g., prefix 431/Long Island = 516. Electronic remediation
is continuously performed on all phone numbers entered as a "Possible" number. Fusion FDCPA guidelines (805a) are
supported via area code locking, in manual or auto-dialer applications, prohibiting collectors from calling people
at inopportune times.
Fusion Transactional Review
Fusion transactionally stores all events related to a distinct collection event including source performance, call
performance and all related collector actions. Based on this information, Fusion data analysis defines weights,
and measures directing portfolio work standards. This "self-learning" environment in turn defines a matrix of
performance that can be used in benchmarking liquidation that provides insight into:

- average payment as a percentage of balance
- •
- promise-to-pay-kept percentages
STS Engine
Fusion's Skip-Tracing Engine (STS) engine is the skip-tracers creditor contact directory. Typically, a Credit
Bureau is pulled on every account placed, regardless of prior telephone disposition. Bureaus are separated based
on the number of creditors with R9 status (write-off) versus accounts with active account status R1 (with balance).
This separation of analysis creates the Fusion NTS score ("Nothing-To-Skip", or no credit grantor contact). Every
client file obtains a portfolio NTS score. The credit grantors with active relationships with Tritium are populated
for search opportunities directly with the creditor contact that permits skip-tracing efforts.
Each segment of relationship is separated by the number of days the contact is available to skip and the number
of records that can be searched. Creditor bins are up-weighted based on prior success, and accounts are sorted
based on age and balance. Contact opportunities are leveraged against the number of remaining leads left to contact
for each account. Each retrieved number is updated in real time and listed as a "possible" number. STS skip-tracing
efforts continue until confirmation is established via direct contact with the delinquent customer. The STS Engine makes
it possible to comply with GLB standards, with respect to those credit grantors willing to share information for
collection purposes, to separate credit bureau data points as future reference points of search (addresses, phone
numbers, historical information, etc.) and to sort performance of lead information for ongoing and future investigations.
